    The California small group insurance market is always adapting. Because we have guaranteed issue requirements, enough competition exists to ensure that new products are being developed and introduced.

    As a result, there is a growing choice of plans and carriers. But where choice increases, so can confusion.

    Some of the new products include:

    • A new Kaiser product called Choice Solution that allows employers with 2-50 employees to offer 7 plan designs, including HMO plans, a PPO, POS plans, an indemnity plan, and optional dental, life and POP plans.
    • The opportunity to pair Blue Cross plans with another carrier's HMO through Blue Cross's EmployeeChoice program.
    • High deductible plans from various carriers with limitations on brand prescription coverage.
    • Plans that offer mainly catastrophic hospital coverage.
    The Challenge of Choice


    The challenge with these non-traditional plans is that people will look solely at premium savings rather than weighing premiums against the out-of-pocket liability that employees will have at claim time.

    Some areas to pay particular attention to are brand-name prescription coverage, hospital copayments, and coverage for non-severe mental health services.
